KMC Says Province Minister Made Irresponsible Statements Without Understanding the Issue



Kathmandu- Kathmandu Metropolitan City (KMC) has issued a press release stating that remarks made by the Minister of Internal Affairs and Law of Bagmati Province, Suraj Chandra Lamichhane, regarding KMC’s failure to transfer the revenue-sharing amount to the provincial government were irresponsible and made without understanding the subject matter.

In the press release, KMC raised serious concerns about the comments made during the Capacity Building Program for Women Representatives at the Local Level, organized by the Bagmati Province Government on Wednesday in Kathmandu. The release, signed by Assistant Spokesperson Durba Kumar Kafle, stated: “Honorable Minister claims that Kathmandu Metropolitan City has to submit revenue to the provincial government but has failed to submit the revenue, and there is no coordination with the provincial government except when there is a demand for the budget or budgetary support.” The statement adds that this remark appears to be irresponsible and made without understanding the issue.

The press release further clarified that, according to the Economic Act issued by the Bagmati Province Government for the fiscal year 2080-81, the entertainment revenue rate has been set for various entertainment spots within Bagmati Province, including cinema houses, theaters, drama houses, cultural performance halls, casinos, and other such establishments. KMC stated that the revenue from these areas has decreased due to the lower rate set in the Act compared to previous rates.

The entertainment tax is levied at the rate specified in Schedule 3 of the Act, and the tax collected is deposited into the divisible fund of Kathmandu Metropolitan City.

The statement also referenced the Constitution, emphasizing that all three levels of government must uphold Nepal’s sovereignty, integrity, and national interests, along with the democratic principles outlined in the Constitution. It criticized the minister’s unilateral statement, saying it ignored the multi-government system integral to the Constitution, which KMC believes makes the statement irresponsible.
